In accordance with the recent formation of the global system, it is assumed that the presence of global agents in local contexts creates new social dynamics that depend on specific arrangements between economic and institutional circumstances, levels and types of available social and economic resources, and strategies mobilized by social agents. The global agents would impose new competitive and technological references to the local agents, who would often be unprepared to meet such requirements. On the other hand, there could be alternative ways of providing access to capital, markets, technologies and knowledge, encouraging changes in labor relations and employment at the local level. The asymmetry in the relations of economic power would not prevent the local agents from reacting to the new rules and conditions of the international system, in accordance with the possibilities offered by their resources and the limits of their values. Thus, the global-local relation would have different implications among the social agents.<hr/>O artigo tenta discutir aspectos das relações global-local, focalizando o processo de formação e desenvolvimento do pólo automobilístico de Gravataí e suas implicações sociais no âmbito das relações de trabalho e emprego em empresas locais. Ao reconhecer a recente formação do sistema global, supõe-se que a presença de agentes globais em contextos locais tenderia a criar novas dinâmicas sociais que dependeriam de articulações específicas entre conjunturas econômico-institucionais, níveis e tipos de recursos econômicos e sociais disponíveis, e estratégias mobilizadas pelos agentes sociais. Os agentes globais imporiam novas referências competitivas e tecnológicas aos agentes locais, que se achariam, com frequência, despreparados para acompanhar tais exigências. Por outro lado, poderiam ser criadas, com diferentes configurações, chances de acesso a capitais, mercados, tecnologias e conhecimentos, estimulando mudanças nas relações de trabalho e emprego na esfera local. A assimetria nas relações de poder econômico não impediria a reação dos agentes locais, nas possibilidades de seus recursos e nos horizontes de seus valores, às novas regras e condições do sistema internacional. A relação global-local teria, portanto, implicações distintas entre os agentes sociais. <![CDATA[<b>Between neo-corporatists and deliberationists</b>: <b>an interpretation on the paradigms for analysis of participatory forums in Brazil</b>]]> http://socialsciences.scielo.org/scielo.php?script=sci_arttext&pid=S1517-45222010000100002&lng=en&nrm=iso&tlng=en This paper introduces a debate on the main paradigms that usually base the studies concerning proposals for expanding the channels for citizen participation in public policies administration - analyses which examine participatory processes either from the perspective of "neo-corporatist" arrangements or from the view of "deliberative democracy". To this purpose, the article focus on the trajectory of the two main participatory spheres developed in Brazil over the last decades: participatory budgeting and the public policy councils. These participatory bodies were assessed especially through the analysis of four elements: a) institutional relations with governments; b) participants profile; c) scope of decision-making; and d) working dynamics. Based on the analysis of these characteristics, the authors discuss on the capability of two paradigms, neo-corporatism and deliberation, to provide a consistent model for the analysis of dissimilar participatory structures.<hr/>Este artigo propõe o debate a respeito dos principais paradigmas a partir dos quais, usualmente, vêm sendo estudadas as propostas de ampliação dos canais de participação dos cidadãos na gestão das políticas públicas, análises que investigam os processos participativos ou desde o prisma dos "arranjos neocorporativos", ou por meio de uma perspectiva baseada na concepção de "democracia deliberativa". Visando este objetivo, o presente texto centra seus interesses na trajetória de duas das principais instâncias participativas que, nas últimas décadas, foram desenvolvidas no Brasil: os orçamentos participativos e os conselhos de políticas públicas. Estas instâncias foram avaliadas levando em consideração, especialmente, quatro elementos a) relações institucionais com os governos; b) perfil dos participantes; c) âmbito decisório e, d) dinâmicas de funcionamento. A partir do estudo destas características, os autores discutem sobre a capacidade dos paradigmas neocorporativo e deliberativo constituírem um modelo analítico consistente para a investigação de estruturas participativas dessemelhantes. <![CDATA[<b>From intellectual craftsmanship to virtual context</b>: <b>methodological tools for social research</b>]]> http://socialsciences.scielo.org/scielo.php?script=sci_arttext&pid=S1517-45222010000100003&lng=en&nrm=iso&tlng=en The present article examines the distinct methodological procedures, focusing particularly on research techniques. Both traditional and new strategies used in social research are characterized in the context of the information society. The paper highlights the impact of incorporating new information and communication technologies in bibliographical and documentary research and in fieldwork. In addition, the dichotomy between qualitative and quantitative approaches is challenged, in view of their complementarity and interfaces. The paradigm of complexity shows significant advance from an epistemological perspective, although while operative methodology it stands on its onsets. Therefore, the study discusses the issue of triangulation, conceived as a promising process in the search for a qual/quan approach. Therefore, there is room for an attempt to further explore the characteristics of technical procedures and resources that can be used by researchers who look for developing inquiries involving mixed methods.
